Dr. Paul Geoffrey Cuthbert Hector

Dr. Paul G.C Hector is an Associated Researcher at Laboratory for Innovation, Technology, Economics & Management (LITEM) Institut Mines Télécom Business School, France and Institute for Knowledge & Innovation - South-East Asia, (IKI - SEA) Bangkok University, Thailand. He holds Ph.D in Management as well as in Knowledge and Innovation Management from University of Paris-Saclay, Paris, France and Bangkok University (Institute for knowledge and Innovation South East Asia IKI- SEA). He is also an advisor – communication and information at the UNESCO Regional Bureau for Science in the Arab States. Dr. Paul is the author of book chapters, conference articles and journals. He also developed courses and lectured at international business schools. He is the active participate in the United Nations University’s Annual International Conference on the Theory and Practice of Electronic Governance (ICE GOV) as a track chair, article reviewer and member of its international steering committee.

Throughout his career at UNESCO, he has supported project initiatives and policy actions in Africa, Latin America and the Caribbean, Asia-Pacific and the Middle East which through research, design and the implementation of policies, strategies and action plans, have promoted access to information and knowledge for development and overcome the related inequalities, particularly on digital networks. These initiatives aimed to fill information and knowledge gaps related to issues such as gender, language, literacy, island / rural life and disability.
